- create systematic, continuous approaches to align resources, processes, systems for effectiveness and efficiency (ongoing, long-term)

identify specific efficiency and effectiveness initiatives for near-term implementation, resulting in reallocation of resources to priorities (near-term emphasis on hard dollar savings)
